We are group of IOTA enthusiasts trying to implement some use cases on IOTA. We have below questions please suggest.

I have role 1, role 2 users and GPS devices. 
whenever role 1 , role 2 user registers through mobile application do we need to capture user registration and profile in IOTA. If yes Do we need to generate seed for every user , how can we generate seed for mobile user and how can we maintain it secure.

while storing user registration and profile to tangle what should be the recipient address in transaction object ?

Your questions are really specific though and I’m not sure if anyone here can answer them.
If you don’t get any useful responses, I suggest you ask your questions in one of the dev channels on Discord.
